I just purchased Dwarf Fortress via steam and this is my first playthrough. The one thing that may be causing the issue in my case is that the dwarves assigned as Expedition Leader and the Broker are married. As soon as I assign an office to one they are immediately both assigned to the office. Manager stopped approving Work orders. They have an office, and I removed all labors from them. They are also my bookkeeper if that affects anything.
